The White Horse is a stallion that ran away from the Taoyuan Travel Officer after some kids threw firecrackers at it. Now it's peacefully grazing in Sulin Garden which is the first area beginners can fight in. It is a NPC used only in one quest, the Search for the Horse quest. Once you have found this creature you need to left click on it once to activate the next part of the quest which will have you running back to its original owner with news of your find.
